Council combines with cops to educate drivers

Extra effort is being placed on scooter riders, with subsidised basic handling courses on offer.
The joint campaign between Wellington Police and the Wellington City Council is targeting scooter and motorcycle riders at random check points around the city.
Transport safety education co-ordinator Anna Blomquist is present at check points, reminding drivers about appropriate clothing and advertising the driver handling courses.
“While anyone can ride a motorbike/moped which is less than 50cc without requiring any kind of training, it is a skill to ride a moped competently,” she says.
“Motorcycle licence holders at the very least have to pass a basic handling skill course.
“As far as the training is concerned we are trying to attract more scooter riders onto the course.”
The programme involves ACC, Wellington City Council, Hutt City Council, Porirua City Council, Upper Hutt City council, Kapiti Coast District Council and the Wairarapa Road Safety Council.
“We charge the participants for the training sessions at $20 per participant, and the rest of the cost is split between ACC and the local council.”
According to the NZTA website, the Wellington region has a higher percentage of injury crashes than the national average.
Blomquist says from surveys taken at check points, scooter riders are less likely to wear safety gear than motorcyclists.
Therefore, they are more likely to do damage if they come off their bikes.
The changes came into effect at 5am on Sunday, and although a period of adjustment is expected, when the rule in Australia was changed she says there was an initial reduction in the amount of crashes due to driver cautiousness.
